Two very important terms you will see throughout the regulations are consignor and carrier.
“Consignor” means a person in Canada who (a) Is named in a shipping document as the consignor; (b) Imports or who will import dangerous goods into Canada; or (c) If paragraphs (a) and (b) do not apply, has possession of dangerous goods immediately before they are in transport. (expéditeur) A person may be both a consignor and a carrier of the same consignment, for example, a manufacturer who also transports the dangerous goods he or she produces.
“Carrier” means a person who whether or not for hire or reward, has possession of dangerous goods while they are in transport. (transporteur)
“Consignee” means a person to whom a consignment is being or is intended to be transported often referred to as the “receiver.”(This term does not appear in the regulations but is used within the transport industry). However, refer to (b) above for “imports” where a consignee would be considered a consignor.
