  • Every time Dangerous Goods are transported someone has to ensure certain obligations have been satisfied. The regulations refer to this person as the consignor – the person who offers a consignment for transport. This can be anyone, whether it is part of his or her everyday job or a one-time occurrence.
  • It is this person’s responsibility to make sure their duties as a consignor have been fulfilled before turning the shipment over to the carrier for transport.

The consignor must:

  1. Determine the classification
  2. Select the appropriate packaging
  3. Complete a shipping document
  4. Mark and label packages
  5. Provide placards, if necessary

The carrier must:

  1. Check shipment before accepting
  2. Load goods properly
  3. Ensure safety marks remain displayed during transport
  4. Attach placards, if necessary
  5. Transport and deliver documents with the shipment

If a discharge, escape, accident or spill involving dangerous goods occurs during any phase of transport, the person responsible for the dangerous goods at that time is required for reporting the incident (subject to Part 8 of the TDG Clear Language Regulations)
